Beckner, CEO and Founder of Horizon Technologies, has been active in aerospace,
both in and out of government, for more than thirty years. A California native,
he worked for Republican members of the House Armed Services Committee in
the 1980s. He subsequently was Director of Aerospace Business Development for
Teledyne Industries Inc. in Brussels, Belgium through 1993 when Horizon
Technologies was formed.
consultancy, Horizon Technologies has represented United Technologies, BAE
Systems, Northrop Grumman, Lockheed Martin, Telephonics, and L3 Harris. In
2014, Beckner managed the transition of Horizon Technologies into a tech
startup company with its ground-breaking FlyingFish™ airborne SIGINT system now
sold worldwide. In 2019, Horizon received a contract for the launch of
its first Amber CubeSat via the Innovate UK Satellite Applications Catapult
IOD-3 program. The Amber constellation will provide Maritime Intelligence
to the UK Government (NMIC), and other customers around the world.
