Born in Trois-Pistoles, Quebec, Lieutenant-colonel Pierre Chouinard joined the Canadian Armed Forces as an Aerospace Engineer (AERE) in 1995. He obtained a degree in Space Science from the Royal Military College of Canada (RMC) in Kingston, Ontario (ON) in 2000.
Upon the completion of the AERE officer training in Borden, ON in 2001, he was sent to the Weapon System Manager detachment Mirabel (WSM det Mirabel) where he subsequently served as Forward Looking Infra-red (FLIR) sensor, Air-to-Ground, and Air-to-Air munitions Technical Leader directing work on several CF-188 Hornet software changes.
After successfully completing a CAF sponsored post-graduate degree in Remote Sensing at the Rochester Institute of Technology (RIT) in upstate New York in 2006, he was posted to the Canadian Forces Joint Imagery Center (CFJIC) as the “A” Squadron Operations Officer. After two years leading Image Technicians activities in that role, he was selected to be the first Canadian Integree at the Aerospace Data Facility Colorado (ADF-C) located at Buckley Space Force Base in the Denver area. Over there, he progressed through the various levels of GEOINT analysis creating time-sensitive reports and ultimately teaching advanced analytics to new trainees. He then returned to CFJIC in 2011 as the Electro-Optic/Infra-red (EO/IR) Science Officer within the Advanced Exploitation Section, sharing with Canadian Imagery Analysts his newly acquired knowledge.
Promoted to major in June 2013, he was posted to the Directorate of Geospatial Intelligence (D Geo Int), which after a re-org became the Directorate of Intelligence Collection Oversight (DICO) as the Technical Integration Officer working on various files; amongst them was the very first Canadian Forces Intelligence Command (CFINTCOM) Functional Directive on Imagery Intelligence (IMINT). In 2016, he joined the Strategic Joint Staff (SJS) Arms Control Verification (ACV) team as the Senior Sensor Officer. In his tenure, he was part of several active and passive missions throughout, Canada, Europe and Russia and lead the efforts with the Open Skies Imagery Sensor (OSIS) as the Project Director. He was then appointed as the Technical Liaison Officer in 2020 at the National Geospatial-intelligence Agency (NGA) in Springfield, VA coordinating efforts on various Allied System for Geospatial-intelligence (ASG) capabilities.
Promoted to his current rank in 2022, he remained in the same location but took over the role of Senior Canadian Liaison Officer at NGA. He returned to Canada in 2024 and is now the Canadian Forces Joint Imagery Centre (CFJIC) Commanding Officer.
Lieutenant-Colonel Chouinard is a graduate of the Joint Command and Staff Program from the Canadian Forces College.
He particularly enjoys traveling having visited all US states, and various countries in Europe and Asia.
