Deputy Director, Commercial Capabilities Discovery Office National Geospatial-Intelligence Agency

Mr. Riley D. Jay is the deputy director of the Commercial Capabilities Discovery Office in the in the National Geospatial Intelligence Agency’s Commercial Operations Group, and additionally serves as the NGA co-chair of the Commercial GEOINT Working Group under the auspices of the National GEOINT Committee. He has spent over 37 years in government service, beginning as an active duty Air Force weather officer, specializing in space weather, before making the shift to civil service in the Intelligence Community while continuing in the Air Force Reserve. Riley spent seven years with the Defense Intelligence Agency, including a 2-year rotation at the National Security Space Office, before joining NGA in 2005. In prior positions for NGA, he has been a program manager, a member of the agency Technical Executive’s staff, chief of a modeling and simulation team, and chief of staff for the Frontiers division, as well as serving in a rotational assignment to the Office of the Director of National Intelligence as deputy director of the Requirements Analysis group. Riley holds a bachelor’s degree in physics, a master’s degree in geophysics and space physics, and a master’s degree in national resource strategy with a focus on the robotics and autonomous systems industry.
