Rosso K. Dieng is the Director of Planning, Partnerships and Development at the Senegalese Space Studies Agency (ASES), where she leads national projects in space infrastructure, geospatial intelligence and international cooperation. She oversees major initiatives including Senegal’s upcoming satellite constellation, the national geodata center and multi-sector Earth observation programs supporting defense, climate resilience, agriculture and maritime activity. With nearly 20 years of experience in technology and digital transformation at Microsoft and Oracle, covering francophone public sector, she brings deep expertise in innovation governance, strategic planning and large-scale public-sector modernization. She plays a key role in positioning Senegal within global space diplomacy frameworks, including the Artemis Accords, ILRS, SCO and partnerships with NASA, CNES, ASI, AfSA, CNSA and the European Union. She is also the founder of Tech4Change, a STEM and digital inclusion initiative focused on empowering women and youth through science and technology.
